May I give you a suggestion? Yesterday I could updated Google Play Service, and you can do the same since it requires pre-installed system.img to make it working (just replace GmsCore.apk though). Since you ever released pre rooted system.img of OS, I think you can also add updated Gms too alongside rooting system imo(it would help other before devs make ver. 2.1.2).
Edit: For latest version of Gms itself, I grabbed from OpenGapps package. But you need to know how to unpack .tar.lz.
EDIT To convert .tar.lz to an archive like 7z, I use this online app: h**ps://convertio.co/tar.lz-7z
